OICA
Keep your organisation’s judgment when its people move on. Organizational Intelligence Continuity Assurance is being built to test whether the knowledge behind critical decisions has been captured, validated and handed over — before a transition is considered complete.
Open globally. Serving Europe and the Caribbean primarily.

The process is documented. The reasoning often isn't.
When an experienced employee leaves, the business can lose the exceptions, history and reasoning behind important decisions. The gap may only become visible when a successor makes a consequential call without that context.
Handover documents, HR systems, document search and exit interviews each capture part of the picture. None of them, on their own, test whether the next person can reconstruct and make the decisions the role depends on.
OICA’s first use case is employee departure and successor onboarding. It is also being designed for role changes, restructures and AI-driven redesign — particularly in founder-led businesses and organisations where critical expertise sits with a few people.

How the work is designed
From hidden expertise to a tested handover.
01
Find the critical decisions
AI agents map the decisions a role carries and identify where expertise exists only in one person’s head.
02
Capture the reasoning
Structured, adaptive interviews capture what was decided, why it was decided and which exceptions applied.
03
Link to evidence
Tie captured insights to their source records, grounding working knowledge in evidence rather than memory alone.
04
Model it over time
A temporal knowledge graph links decisions, roles, policies and evidence as they were valid at a particular moment, allowing past context to be reconstructed accurately.
05
Test the successor
Successors work through realistic decision scenarios, including cases not used during preparation. Independent experts assess whether the reasoning can be applied.
06
Sign off accountably
Named reviewers approve knowledge and attestations with verifiable credentials, creating a traceable handover check before the transition closes.
Beyond a handover document
Knowing where a file is isn't the same as knowing what to do.
Handover documents
Record tasks, but rarely the reasoning or exceptions.
OICA adds evidence-linked capture of decision rationale.
HR systems
Track the role, not the judgment it requires.
OICA maps the critical decisions attached to each role.
Search & AI assistants
Retrieve documents without necessarily recovering their historical context.
OICA adds time-aware reconstruction of past decisions.
Exit interviews
Capture a one-off conversation without verifying the successor’s readiness.
OICA adds scenario testing and accountable human sign-off.
People remain responsible
Continuity without compromising people.
OICA supports knowledge transfer. It does not make hiring, firing or restructuring decisions, and a continuity pass must never be used to justify unsafe headcount cuts.
- Knowledge capture is limited to legitimate business purposes and protects employee privacy.
- Historical decisions are reviewed for bias before they can be treated as precedent.
- Attestations expire when policies change, so continuity is re-checked rather than assumed.
- People review the evidence, assess successor readiness and remain accountable for sign-off.
In development
Test the continuity. Don’t assume it.
OICA combines agentic AI, time-aware knowledge graphs, verifiable credentials and human review. Its development is structured around explicit yes/no checkpoints, not automatic progression.
01
Readiness & capture pilot
Identify critical decisions and test whether the reasoning can be captured. Leaders complete an executive continuity checklist before major transitions.
02
Replay validation
Test how well past decisions can be reconstructed and successors can apply the knowledge. Proposed pilot gates include 80%+ critical scenario coverage and 90%+ evidence-linked accuracy, to be calibrated in the pilot — not proven performance.
03
Limited adoption
Proceed only when the agreed checks pass. Pre-committed stop criteria allow the work to be halted even after investment, rather than treating sunk cost as a reason to continue.
AI capability alone does not guarantee institutional continuity. OICA is in development; joining the 2027 waitlist records your interest, not a guarantee of readiness or a fixed launch date.
